Symptoms

 Booting or rebooting an Ubuntu instance results in the instance taking a very long time to fully boot.

During boot, the instance console logs shows messages similar to :

A start job is running for Create V...tories (6h 26min 14s / no limit)

After boot, multiple entries of the following messages can be seen in /var/log/syslog:

A start job is running for Create Volatile Files and Directories
