On : 11.13.19.07.0 version, Manage Accounts Payable Balances-Close Payables Period

When attempting to account invoice and corresponding payment,
the following error occurs.

ERROR
-----------------------
XLA_ACCOUNTING_ERRORS (Invoice)
The Create Accounting process cannot create this journal line because the debit or credit that offsets it cannot be found. Details: The journal line rule was defined to copy the value from the same entry but the offset line was not found.

XLA_ACCOUNTING_ERRORS (Payments)
This line cannot be accounted until the accounting event for the application Payables that it references is fully accounted. Cause: The accounting event that the line references was not accounted yet.

STEPS

The issue can be reproduced at will with the following steps:
1. Create invoice
2. Pay invoice
3. Account the invoice

BUSINESS IMPACT

Due to this issue, users cannot account this particular invoice and payment
