ACTUAL BEHAVIOR

"No Payment for Period" Flag not updating while submitting EPS report

EXPECTED BEHAVIOR
-----------------------
When the EPS report is processed, this should be picked up and reported in the highlighted column as 'YES' to tell HMRC that there is no payment for period.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. the employer Vasile has one employee Jack, who had no payment made to him for period 3;
2. when the EPS report is processed, this should be picked up and reported in the highlighted column as 'YES' (to tell HMRC that there is no payment for period);
3. "No Payment for Period" Flag not updating while submitting the EPS reports (EPS report for July 2019).

The issue has the following business impact:
This will affect all users, and we will have many with no payment in the period.
