Unable to export to .CSV from wave inquiry UI


ERROR

Failed to dep csv: Oracle backend does not support timezone-aware date times when USE_TZ is False.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to the "Wave Inquiry" screen in the UI
2. Enter search criteria in "From create ts" of Month/ day/ year
3. Hit "Search" button, results are returned
4. Hit the "Export to CSV" button in the top right, receive error
