Enhanced Talent Profile Management - Content Items loaded using HDL/HSDL are not visible in UI

Information in this document applies to any platform.
After loading a Content Item successfully via HDL / HSDL, the Content Item is not visible from the UI (though it is available within the Fusion database).
When attempting to reference this Content Item within the Talent Profile's Skills and Qualifications UI, the Content Item does not appear in the drop-down LOV. It is also not visible / available when searching via "Manage Item Catalogs" UI.
