Unable to update Cost Center Manager for one work unit

Unable to update the Cost Center Manager for work unit xxxxx. When going into the work unit detailed information, Person Y is listed as Cost Center Manager.  When selecting through history to the most recent entry, this entry disappears.


EXPECTED BEHAVIOR

The history detail should be present

The issue can be reproduced at will with the following steps:

Manage Work Units > xxxxx
 English

GL Cost Center Information
Cost Center = xxxxx

History
4/19/19 > select > no data to display

History
4/1/19 > select > no data to display
  see data
