Symptoms
When defining the Tax Liability Account for a Tax, the following error occurs.

This combination cannot be used; it either does not exist, or using it here is not permitted
STEPS

The issue can be reproduced at will with the following steps:
1. Create tax
2. Add Tax Liability Account
3. Error message is encountered
