Symptoms

Unable to connect to REST Webservice

With a DBAAS Instance where the REST services are exposed using ORDS and the OIC instance is defined as Connector to this REST API, It is not connecting at runtime and giving the error below. The webservice is not secured and is accessible outside of network.
Only from the PCS instance, is this error occurring.
 
There's an ACL defined in DBAAS OCI instance to allow traffic 443 to and from the PCS Instance.
