"Mail file null is invalid. It can not be retrieved" When Clicking on Link to Report in Email

Information in this document applies to any platform.
The customer is reporting that post 19C upgrade, any report that is emailed that the report content is greater than 5MB, the link in the email sent does not open the report. When they click the link they get the following error:
Prior to Upgrade, reports that were were over 5MB could be accessed by a link but the link is no longer working.
