(Error: This position doesn't have any open headcount.)

Setup: assignment (Suspended - Payroll Eligible) with Headcount = 0 and FTE = 0 set on it.
On position of this assignment, Headcount = 2 and FTE = 2 (Current Position FTE = 2, Current Incumbent FTE = 1, Difference FTE = 1)
