Incorrect Accounting for Self Assessed Taxes on Payables Invoice (Doc ID 2600290.1)

Symptoms

On : 11.13.19.07.0 version, Manage Accounts Payable Balances-Close Payables Period

When attempting to run the Create Accounting program for Payables, there are errors in the output for several documents.

ERROR

The segment value Entity in the account combination xxxx.xxxx.xxxx.xxxx.xxxx.xxxx.xxxx is not assigned to the ledger A
 Cause: The balancing segment value is not assigned to the ledger.
 Action: Modify the account rule to use a different balancing segment value for the journal line or assign the balancing segment value to the ledger {LEDGER_NAME}.

The accounting date 01-JAN-1951 is not in an open or a future enterable period. Details: Accounting date must be in an open or future period.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Fusion Applications
2. Run the Create Accounting ESS Job for Payables.

-> Ends correct, but in the report it shows several documents with errors.
