Secure PDF Email Attachment Not Merging With Quote Email (Doc ID 2600386.1)

Symptoms

When an email action is run with a secure email attachment, the email sent does not contain the secure PDF.

The issue can be reproduced at will with the following steps:
1. Navigate to a quote
2. Attach a secure PDF to a file attachment attribute
3. Click an email action
4. Select the file attachment as a file to be merged into the quote email
5. Send the email
