Symptoms

Unable to Upload upload tax implementation workbook and only error in the log file is:

Upload to interface table failed. Check request <ESS job id>


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Manage Tax Regime
2. Download the tax implementation workbook
3. Provide the required data
4. generate csv
5. Upload the file
6. ESS job completes with error
