User.dat Does not change the Username of the Fusion Account As Expected (Doc ID 2600648.1)

Symptoms

The customer is attempting to change a username (user account name) using the User.dat. The User.dat is loaded in successfully with no errors reported by HCM Data Loader. However some of the accounts listed in the User.dat have not changed their usernames.

Background:

The customer originally uses a Worker.dat similar to the following to load in employees:

The customer has noted that periodically this step fails for some of the employees. So although the load of  User.dat (as per step 4) completes successfully with no HDL errors, some of the user accounts do not exist with the desired name.
