19DREG: Evaluate Life Event errors on Relationship Type

Receive an error when processing Open Life Event which carries forward Beneficiaries. The Relationship Type is Brother. The error occurs on plan "Basic Life & ADD" and "Supplemental Life - Salaried".

Steps to recreate:
Responsive BSC > search employee 48995 > Evaluated Life Events > Add > Add Open Enrollment > Save and Close > receive error

Error Message:
This person can't be designated as a beneficiary. (BEN-990043)
This person's contact relationship type {RLTYP} doesn't match any of the designation requirements for plan Basic Life & ADD and option $10,000. Contact the benefits administrator for eligible contact relationship types for beneficiaries, and then revise the designations.
