Unable To Import Determining Factor Set With 'Product Fiscal Classification' Via Tax Implementation Workbook Excel File (Doc ID 2601419.1)

On : 11.13.19.01.0 version, Withholding Tax

ACTUAL BEHAVIOR
---------------
Cannot create a determining factor set with 'Product Fiscal Classification', the import from workbook runs successfully but the rule is empty.

Using spreadsheet to create the rules. If they use "User-Defined Product Fiscal Classification Type Code" in the condition then getting below error while uploading the rule where as same condition is working with UI.

"Class qualifier Level 1 is invalid for Product inventory linked determining
factor class. For the rule record with class Qualifier: Level 1 tax regime:
GST ,tax: IGST ,tax rule code: OWC100_RC and rule type: Determine tax
applicability"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Oracle Fusion Applications
2. Upload via 'Rapid Setup Spreadsheets' -> Upload tax implementation workbook
3. Tax Configuration Content Upload -> Succeeded
4. Review 'Withholding Tax Determining Factor Set

-> Associate Tax Determining Factors is empty, nothing was imported.

BUSINESS IMPACT
