Delegate Unable to Update Chart of Accounts for Corporate Card Charges from Terminated Employees

When an employee is terminated, and the "Process Inactive Employee's Corporate Card Transactions" is run, the employee's manager is assigned as a delegate so that the outstanding transactions can be processed and paid.
When the manager is assigned as the delegate, the manager cannot edit the expense account on the employee's expenses.
When delegates are added via the "Manage Delegations" page, they can be granted "Accounting Access", yet when the "Process Inactive Employee's Corporate Card Transactions" creates the delegations, accounting access cannot be granted by the process. How can delegates be granted accounting access for terminated employees?
