OAC : Create Dataset Throws Error "Fetch Connection Failed" - Internal Error (Doc ID 2601820.1)

Symptoms

When trying to create a new connection or data set throws below error:

"Fetch Connection Failed" - Internal Error

The RDG log shows:

INFO:xxxx.Server:main: Started @2721ms
