Incorrect Confirmation Messages With Recurring Process Hold

Symptoms
Problem Description:
When a non DBA ADMIN users tries to put a recurring process on hole they receive a confirmation message that it was successful instead of an error.
Steps to Duplicate:
1) Logon as a regular ADMIN user.
2) Settings and Actions > Recurring Processes. Do a wide open search to find the PUBLIC Recurring Processes. Select any of them and go to Actions > Hold enter a date in the future and click OK. the following message is seen as if the hold was successful.

Recurring Processes [xxxx] are on hold until 2019-06-14 13:41:00 GMT
3) As the Recurring processes are created in the Public domain, then only DBA.ADMIN can modify them. Therefore the above confirmation message is incorrect. The user should have received a error message of some type.
