Matrix Manager approval in Goal Management

Client will implement the use of Matrix Manager in the organization, so they have a requirement to include matrix manager's approval when worker adds a new goal.

The workflow should be :

1.- Worker adds a new goal
2.- If worker has assigned a Matrix Manager then matrix manager can approve goal (but not mandatory) and then Line Manager will approve goal at the end.
3.- If worker hasn't assigned a Matrix Manager then Line Manager will be the only one to approve worker goals.

Is it possible to have this configured in Oracle Performance Management?
