Symptoms

On : NA version, Creating and Terminating Services

While creating new SOA CS instance in OCI environment, Wizard fails with error after entering DB and storage details and select "Next" option

The issue can be reproduced at will with the following steps:
1. Create a new SOA CS instance and note it fails with the reported error
