Symptoms

On : 11.13.19.07.0 version, Billing - Auto Invoice

ACTUAL BEHAVIOR
---------------
The Autoinvoice process is not selecting, rejecting, or processing any lines that have been passed from OM.

EXPECTED BEHAVIOR
-----------------------
The Autoinvoice process should select and then reject or process the lines in RA_INTERFACE_LINES_ALL.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an order in Order Management
2. Navigate to Tools->Scheduled Processes
3. Schedule the Autoinvoice Process
