ACTUAL BEHAVIOR

Person record stuck in approval - Edit button grayed out
There is no transaction pending, yet the person is showing a grayed out Edit button on the Manage Employment page.
EXPECTED BEHAVIOR

Since there are no pending transactions, Edit button should appear.

The issue can be reproduced at will with the following steps:
1. Manage Person xxxxx
2. Edit button is grayed out
