Unable To Edit Trading Partners

When attempting to Edit a Trading Partner, the following issue occurs.
The user is not able to select the Trading Partner Type within the Edit Trading Partner window
-- Expected Behaviour
Customer expects to be able to successfully edit existing trading partner data within PIM
The issue can be reproduced at will with the following steps.
1. Product Information Management
2. Manage Trading Partner Items
3. Actions -> Edit Trading Partner
4. Notice that the Trading Partner Type LOV is not active
