Cannot Import More Than 10 Currencies Conversion Rates Using the ADF Desktop Integrator Excel Spreadsheet (Doc ID 2605150.1)

Symptoms

User is not able to import more than 10 currencies conversion rates in Excel Spreadsheet template.

From the Manage Daily Rates have downloaded the Spreadsheet (Create in Spreadsheet). Clicked on File - Unprotected and then just copied the 10 existing rows and paste for multiple times until there were 100 rows. After Submit, all currencies fail to insert.
We cannot find a consistent cause why this is failing. For example, I attach a case when with 30 rows insert failes, and with the same rows added 10 at a time in the same spreadsheet they are successfully inserted. I also attach the spreadsheet and the values that we've inserted.
One year ago did the same inserts with 100 currencies at once and didn't encounter any issue. This happened also for my colleagues. Instance: Production.

STEPS
1. Setup and Maintenance > Manage Daily Rates ( Currency Rates Manager ) > Daily Rates > Create in Spreadsheet
    ... it download CreateDailyRates.xlsx
2. Open CreateDailyRates.xlsx and click on [ File - Unprotected ] and copy the 10 existing rows to have about 100 rows.
3. Enter new values , click [ SUBMIT ]
4. See [ Record Status ] = Insert Failed


BUSINESS IMPACT
Due to this issue, users cannot use the Oracle ADF Desktop Integration Excel template to load more than 10 conversion rates at a time.
