Symptoms

On : 11.13.19.07.0 version, Data Load

When attempting to rehire Worker with HDL,
the following error occurs.

ERROR

oracle.jbo.JboException: JBO-PER:::PER_HDL_CHG_PENDING_TXN: PER-1532080The data cannot be processed because there is a pending transaction for the object Assignment having AssignmentId XXXXXXX.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Data Exchange
2. HCM Data Loader / Import and Load Data
3. Import File / Import Local File / Browse- select zip -click submit button
