Report Mail Download Errors with "Mail file null is invalid. It can not be retrieved"

Hyperlink of Reports does not fetch the report post 19C upgrade on production application
After 19C Upgrade, user are not able to download the reports with the hyperlink given in the mail. Users used to receive mails for reports which have attachment file greater than 5,000,000 bytes. These mails contain a hyperlink clicking which downloads the reports to users computer.
Post upgrade this has stopped working and when you click on the hyperlink it displays you message "Mail file null is invalid. It can not be retrieved." on the browser.
