PRC: PUR: Ship-to Location Does Not Match Selected Agreement Ship-To Location (Doc ID 2606862.1)

Goal

On : 11.13.19.04.0 version, Purchase Orders

Create Order
Ship To Location is not defaulting from the associated Agreement. Why is this changed and how do I prevent the change?

Steps to duplicate:

1. Set up Ship-to location values as follows
a. Configure Requisitioning Business Function
Ship-to location is blank

b. Supplier Site Assignments
Ship-to Location is blank

There are two agreements for the same item/supplier with overlapping dates
and different ship to locations

Agreement is selected as follows
Edit Document
Line Actions
Add from Catalog
Select the agreement.

2. Go to Create Order and create a purchase order and select agreement as
follows:
Edit Document
Line Actions
Add from Catalog
Select the agreement.

Notice that:
Agreement number defaults correctly to purchase order header
But,
Default Ship-to Location does not match selected agreement ship to location.
If you change the agreement in the line, the header Default Ship-to Location
sometimes is updated, sometimes it is not.
