On : 11.13.19.07.0 version, Pricing

When attempting to call the following API as part of an integration to update Discount List.,
URL: https://abcd-dev.fa.us2.oraclecloud.com/fscmRestApi/resources/latest/discountLists/:DiscountListId/child/items/:DiscountListItemId/child/attributeRules/:PricingTermId/child/pricingMatrixes/:MatrixId/child/rules?
the following error occurs when Customer use parameter Dimension2Value ( Customer Bill to Account number) the query in Postman.

The proxy server did not receive a timely response from the upstream server.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. A customer is give a discount (in CPQ)
2. A scheduled OIC integration picks up that Discount.
3. As part of this OIC integration,call the API to find out if the Discount already exists.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot determine the correct Discount.
