JBO-29000 Exception While Executing CreateCreditMemo Webservice (Doc ID 2607344.1)

Symptoms

On : 11.13.19.07.0 version, Billing - Transactions

Credit memo web service fails intermittently.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a payload for the credit memo webservice.
2. Execute the payload through SOAPUI
