Connectivity Agent reports "Artifacts not found in the agent local file store" (Doc ID 2607774.1)

Symptoms

The Connectivity Agent starts up, but Adapters using the Agent are not working correctly.

In the agent-diagnostic.log, the following sequence of errors is reported :
