Inconsistent Default Value In DFF (Doc ID 2607926.1)

Symptoms

On : 11.13.19.07.0 version, Global Human Resources

ACTUAL BEHAVIOR
---------------
Default value for a DFF is not reflecting on Create Work relationship page, but is working fine for Hire an Employee page


EXPECTED BEHAVIOR
-----------------------
The default value should be correctly displayed also for Create Work relationship page

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manage Flexfield : Value Set : HRC_YES_NO
  Default Value :"Y" (make sure is not "YES" )
  Flexfield Code: PER_PERSONS_DFF
2. Flexfield Global Contexts Segments looks the same for both Create Work relationship and New Hire Page (where default value is correctly displayed )

3.-> Navigate to Hire an Employee page, the default value is correctly displaying for DFF "User ID in FT system" -> value displayed : Yes
4.-> Navigate to Create Work relationship page, the default value is NOT correctly displaying for DFF "User ID in FT system" -> value displayed : NO

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot properly use the default value for a custom DFF
