How to avoid activation of Account and Assigning Security Role when a Team Member is added Within Projects ? (Doc ID 2608204.1)

Goal

Adding a Team Member within Projects activates account and assigns security role  .How to avoid this?

Users are activated and security roles are assigned when a Projects staff member (without the IT Security Manage role) adds a team member to the Parties tab of the Project.

Security access should be centralized and only those users with the IT Security Manager role should be able to activate and add roles to a user. Is this functioning as Oracle designed? Can this feature be disabled?
