Symptoms

When trying to import customers, the following error is encountered:

The value in the column SET_CODE is invalid. You must enter a valid SET_CODE from table FND_SETID_SETS_VL.

or

The value for Account Address Set must be a valid Reference Data Set Code defined in the Manage Reference Data Sets setup.
