O365 Add-in: Contact does not exist in Oracle Engagement Cloud (Doc ID 2608635.1)

On : 11.13.19.07.0 version, Microsoft Office 365

ACTUAL BEHAVIOR

Fusion user is not recognized as resource on O365 add-in

EXPECTED BEHAVIOR

Fusion user should be recognized as resource in O365 add-in

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to O365 as user@xyz.com. Login works fine.
2. Create Event. Click on Engagement Cloud icon, it opens side panel. Resource is not recognized in the add-in. It shows message "Contact does not exist in Oracle Engagement Cloud"

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, user cannot use O365 plugin
