When attempting to approve a change order with effective dates of two objects in the change lines being promoted or rescheduled are less than 30 minutes apart, the following error occurs.

The issue can be reproduced at will with the following steps:
1) Go to Manage Change Orders > Affected Objects and see that effective dates of two objects in the change lines being promoted or rescheduled are less than 30 minutes apart
2) Approve the change order and see that the change order failed with the following message in history: Effective dates of the following objects in the change lines being promoted or rescheduled are less than 30 minutes apart
