On : 19.3 version, Scheduled Reports

19C - Scheduled reports aren't retaining End By Date on Range of Recurrence

After we upgraded to 19C, every scheduled report's End By date was set to a date in the past and can't be changed and saved as a future date. All reports have Abended when they try to run, and can't be modified to End By a future date.  If running a report manually,  they seem to have run once, lost their recurring schedule and they have dropped off of the Scheduled Reports list all together

The issue can be reproduced at will with the following steps:
1. Run schedule report with end date
