OCI: iscsistart attempts to connect iscsi target when the network link is not ready (Doc ID 2610486.1)

OCI intance boot up takes long time with below iscsi time out system logs:

The issue reproduced on both iSCSI and Paravirtualized types of volume attachments.
The issue is not reproducible with dracut-033-554.0.3.el7.x86_64 or ealier version.
