The Behaviour When Escalating an Approval Which is Assigned to an Application Data Role Changed After 19C (Doc ID 2610821.1)

Symptoms

An approval which has two levels has been set up.  For example:

1) it goes to the line manager for approval

2) After the line manager has approved, it goes to an Application Data role for approval

Escalation settings are specified in the BPM Worklist.  For example:

After this has been set, the following behaviour is observed:

a) if someone with the Application Data Role has claimed the task - it will escalate to their manager

b) if no-one with the Application Data Role has claimed the task - it will escalate to the manager of someone with the Application Data Role (this will be randomly allocated).

However, prior to 19C, the behaviour was different.  Prior to 19C the behaviour was:
