Symptoms

Cannot delete the supplier operation for an outside processing work order.

ERROR
---------
You cannot delete the operation. Only optional operations
can be deleted when a work order has a release date and
the status is On Hold, Released or Completed (WIE-4425478)

STEPS TO REPRODUCE
--------------------------
1. Go into applications
2. Navigation: Supply chain Execution->Work Execution->Manage Work Order
3. Click on Operation and Delete
4. Save
5. Error appears
