Symptoms

Time Sheets failed to import into Oracle Projects

It appears we have approximately 827 time sheets that failed to import into projects on 11-11-2019.
Attached you will find error logs and a spreadsheet that details the missing timecards in projects.
They seem to be "stuck" somewhere but I am unable to find them in any of the exceptions.

Second error: Related to ExpenditureTypeId is blank
