On : 19C version, Input and Output Interfaces

ACTUAL BEHAVIOR
---------------
Input interface Failure emails not working after update to 19C

Failed input interfaces are not sending notification emails

EXPECTED BEHAVIOR
-----------------------
The system should send emails whenever there is a failure in input interface processing

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure the email id's on company parameter INTF_ERROR_EMAIL_LIST.
2. Enable the send email failure flag on input interface configuration.
3. Drop an Inbound Shipment File and it got failed to process into WMS.
4. So the system has to send emails to the above-configured email id's on Company parameter.
5.But this is not happening.
