Change Order Workflow Is Not Progressing When Required Tasks are Added

Goal
A work flow was configured
Open -> Enrichment1 ->Enrichment2 -> Approval->Scheduled->Completed
Required tasks were added:
Task 1 has to be completed between Open and Enrichment1
Task 2 has to be completed between Enrichment1 and Enrichment2
Task 3 has to be completed between Enrichment2 and Approval
User has initiated a change order. When the change order is in Open,they have updated the item attribute and marked Task 1 as completed.
At this moment is is expected to move to Enrichment1. But the status is stuck at Open. Users wont be able to update Task 2 or Task 3 as the workflow has not yet reached there.
How to achieve this functionality ?
