Symptoms

On : 11.13.19.07.0 version, Manage Benefits

When attempting to submit the benefits extract to the carrier, the following error occurs.

ERROR
SFTP failedoracle.jbo.JboException: .oracle.javatools.resourcebundle.ResourceBundleRT


STEPS

The issue can be reproduced at will with the following steps:
1. Run the benefits extract
2. Submit file as part of process
3. Receive error
