Invoice Adjustment Costs Action Is Not Copying New Shipment Cost Lines In The Same Order. The Lines Are Grouped Into One Invoice Line (Doc ID 2612660.1)

Actual Behavior:
 Invoice Adjustment Costs action is not copying new Shipment cost lines one by one to Invoice Line . The Lines are Clubbed together into One Invoice Line item 
Expected Behavior:
Invoice Adjustment cost Action Should copy the shipment cost lines in the same order as separate Lines. 

Steps to Reproduce:

The issue can be reproduced at will with the following steps:
1. Create a Release and shipment
2. Create an Invoice
3. Add Multiple shipment cost like accessorial to the shipment
4. Perform Invoice Adjust Cost Action 
5. Now the cost is updated, but all the accessorial lines are not copied in the same order

The Cost lines are clubbed to one Invoice line in the Invoice
