IDCS SAML connection has a timeout when connecting to Siteminder

After configuring IDCS as an SP and siteminder as an IdP, customer is experiencing issues with SAML loosing its authentication. The authorization seems to renegotiate automatically, but when this happen it seems to cause problems with services that are integrated with IDCS such as OIC.

Customer experiences the issue only when using Siteminder as IDP.
