Unable to Display Audience Specific Content for Anonymous Users Based on Profile Properties (Doc ID 2613121.1)

There is a business requirement to display a specific content when an user visits a site for the first time.  Tried using 'Content Variation Slot' widget which utilizes an Audience to display a certain text (e.g. "abc1") when visiting the site for the first time and display another text (e.g. "abc2") when refreshing the browser.  This only works for registered users and not with anonymous or guest users.

Reproducible Steps:

Registered User:
1. Bring up Storefront and log in.
2. 'abc1' is displayed
3. Refresh the browser.  'abc2' is displayed

Anonymous User:
1. Bring up Storefront.
2. 'abc1' is displayed
3. Refresh the browser.  'abc1' is displayed  --> Would like to see 'abc2' is displayed.
