On : 11.13.19.10.0 version, Approvals

ACTUAL BEHAVIOR
---------------
Manager does not receive absence notification when applying for a general absence in 19D.

EXPECTED BEHAVIOR
-----------------------
Apply for a general absence and run a quick pay should able to see the absence details in statement of earnings page.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. User logs into application
2. Me > Add Absence and apply the leave
3. Submit the leave request
4. Leave shows in the Existing Absences with Awaiting Approval status
5. Manager logs in to approve the leave
6. The bell icon doesn't show any notifications


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, the employee absence request stats in Awaiting approval status.
