ACTUAL BEHAVIOR

Cash advance infotile is missing and users are unable to request cash advance

EXPECTED BEHAVIOR
-----------------------
Cash advance infotile should be displayed and users should be able to request cash advance

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator
2. Expenses
3. Infotile - cash advance is mising

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see cash advance infotile and cannot request cash advance.
