Goal

Why does second Store to Store receipt get reconciled with 'BL' option in SHIPSKU table even though SIM_FORCE_CLOSE_IND is set as 'RL' ?

SYSTEM_OPTIONS has the below flags set:
TSF_AUTO_CLOSE_STORE = 'Y'
TSF_OVER_RECEIPT_IND = 'RL'
SIM_FORCE_CLOSE_IND = 'RL'
